One key concept often overlooked is the role of Ahl al-Hal wa al-Aqd—those with decision-making authority in society. These individuals wield significant power, whether through their formal positions or their influence over others. Their decisions and opinions shape public policies, cultural norms, and societal values. Lobbying them, or striving to become one of them, is not just a practical strategy; it is a deeply rooted Islamic approach to enacting meaningful social and political change.


The Concept of Ahl al-Hal wa al-Aqd in Islam

The term Ahl al-Hal wa al-Aqd refers to those who hold authority, whether political, intellectual, or social. Historically, these were tribal leaders, scholars, and individuals with widespread respect within the Muslim community. Their role is to guide the society, appoint leaders, resolve disputes, and ensure justice. In modern terms, they are the key influencers: politicians, policymakers, religious scholars, business magnates, thought leaders, media personalities, and heads of influential institutions.

In today's context, "influencers" may conjure up images of social media personalities, but the Islamic understanding is far broader. It includes anyone with the ability to shape opinions, set standards, or implement policies. These individuals hold sway over the "hearts and minds" of society.

  1. Political Leaders: Presidents, prime ministers, governors, and parliamentarians directly affect laws and policies.
  2. Media and Cultural Figures: Journalists, filmmakers, authors, and celebrities influence public opinion and societal norms.

  4. Corporate Leaders: CEOs and business moguls have economic power that can drive or hinder social initiatives.

Islamic ethics dictate that lobbying must always be done with sincerity, justice, and in accordance with the Sharia. The objective is not merely to gain power or influence but to establish justice (adl) and promote what is good (ma'ruf) while preventing what is harmful (munkar).

  1. Approaching Decision-Makers with Wisdom: The Prophet ﷺ consistently approached tribal leaders, inviting them to Islam and engaging in dialogue, even with those who opposed him.
  2. Building Alliances: During the Treaty of Hudaybiyyah and other events, the Prophet demonstrated the importance of forming strategic alliances to achieve broader goals.
  3. Patience and Persistence: The Prophet ﷺ spent years lobbying the leaders of Quraysh and other tribes, showing that change often requires long-term commitment.

  • Sincerity of Purpose: Your aim must be to benefit society, not to gain personal power.
  • Strategic Engagement: Focus your efforts on individuals and institutions that have the greatest impact.
  • Moral Integrity: Avoid deception, coercion, or unethical practices.
  • Continuous Learning: Understand the dynamics of power and influence in your society to engage effectively.

Countering Negative Influence: Learning from Shaytan’s Tactics

Interestingly, Shaytan employs a similar strategy of targeting those in power to advance his agenda. By corrupting leaders or influencers, he ensures that his misguidance trickles down to the masses. This highlights the importance of ensuring that those in positions of power are grounded in Islamic values. Just as Shaytan focuses on key figures to spread evil, Muslims must focus on the same figures to promote good.


The Ultimate Goal: Becoming a Decision-Maker Yourself

While lobbying existing leaders is important, striving to become one of them is equally vital. Islam encourages Muslims to seek leadership when they have the qualifications and the intention to serve. As the Prophet ﷺ said:

"The leader of a people is their servant." (Sunan Abu Dawood)

Striving to embody the qualities of leadership—knowledge, justice, courage, and humility—can position you to effect change directly.


Real-Life Applications of Lobbying and Influence

  1. Advocacy Groups: Establishing or joining organizations that influence public policy in line with Islamic values.
  2. Community Leadership: Becoming a trusted voice in local councils or religious institutions.
  3. Media Engagement: Using media platforms to promote justice and challenge harmful narratives.
  4. Educational Institutions: Shaping the minds of future generations by influencing curriculum and policies.

Conclusion: A Call to Action

The Quran reminds us of the importance of taking action to enjoin what is right and forbid what is wrong:

"You are the best nation produced for mankind. You enjoin what is right and forbid what is wrong and believe in Allah." (Surah Aal-e-Imran, 3:110)

Influencing Ahl al-Hal wa al-Aqd is not just a strategy—it is an obligation. Whether by lobbying them or becoming one of them, Muslims must rise to the challenge of guiding society toward justice and goodness. In a world filled with competing agendas, our mission remains clear: to establish a society rooted in divine guidance, where the welfare of humanity takes precedence over personal gain.

Let us take inspiration from the Prophet ﷺ, who transformed a small group of oppressed believers into a global community of justice and compassion, by targeting the influencers of his time and upholding the principles of Islam. Now, it’s our turn to carry forward that mission.
